well ,Im from Lebanon.Thats true there will be a new lines starting 71,70 but not yet ,they said that will be in 18 Sep and nothing happened yet, But that will be later and the reason is sothing related to Hariri Investigations.
Alfa now offers numbers beginning with code (70), in addition to the existing ones beginning with code (03). i hope that i gave you and idea that helps.

I guess somethings never change in Lebanon, taking into consideration that the whole thing was cancelled by the ministry of telecommunications a few days back. What really pissed me off is that they gave a number of lame excuses...
